I'm the lead developer on FormBuilder and if what you're looking for is full DB editing capabilities I suggest looking at DB_DataObject_FormBuilder_Frontend which adds record listing/browsing, record deletion and general database browsing capabilitie son top of FormBuilder. The various parts of it are also usable outside of the main application.
Try Oracle Jdeveloper 10g, It is a comprehesive IDE for J2EE, PHP support is also added. The product is huge, but Oracle decided to provide it for FREE (used to cost 995$) just last month. Application can be deployed on a host of Application Servers including BEA, WEBSPHERE and TOMCAT
through the time i developed a small standart of doing the dataacces and businessobjects for 3-tier apps. after a while i then developed my own little tool with c# to generate me my "basic" code for the business objects and dataaccess classes. it basically lets you browse your mysql databases and then you can selectively generate the files for each table. the methods generated are select all, select by id, delete, update and add.
am also thinking of further develope my tool, to be able to include stored procedures from mysql 5 Guys, he is talking about PHP
